Prison or Education? That's a choice some first time and repeat offenders will have in three East Texas Counties.
Judges from Nacogdoches, Center, and Henderson, Texas toured the region to promote youth preservation colleges.
It was once a segregated high school. This historic building has since taken on many names. Now it's getting a second chance, just like the offenders it will house.
"We can educate and train our parolees, our first time offenders to do those jobs to save America from paying more taxes on the recidivism rate," said Bishop L.J. Guillory, Ombudsman General to Ombudsman International, Inc. a not for profit United States Government Oversight Agency.
"I see the offenders that come before me that are first time offenders and you know, they make a mistake, but I believe in giving someone a second chance," said Shelby County Judge Rick Campbell.
Offenders can earn an Associate degree, or get their GED. Students can even study a specific trade. After graduating, students will return to court, to have their records erased.
"Our students, 17 through 24. Well you can make a choice, a conscious decision to go to college for two years and get an education, become a productive citizen, rather than a burden on the state or you can go to prison," said CEO, and creator of the school's curriculum, Dr. Merilyn Session.
"Their tuition's, their housing, their food. Everything is going to be paid for by the tax dollars that are already paying for them to be on parole or be in prison," said Guillory.
"They've got the grants to get the school up and running but organizers say this building still needs help."
"We need this place cleaned up. We need it painted. We need the roofs re-done, we need some maintenance work on the building that the grants are not going to cover," said Session.
With the community behind them, organizers believe the colleges will transform lives.
"Just show them we care and that we love them and they can become productive citizens again," said J.P. of Precinct 2 for Nacogdoches County, Dorothy Tigner-Thompson.
It will help those who've done wrong, make right.
Organizers hope the first preservation college can get underway by September.
Again, they do need volunteers to get this building ready.

What started as a life mission to help rehabilitate and reintegrate first-time criminal offenders into society has taken off and will soon lead to three accredited colleges and dormitories for men, women and juveniles.
The "Youth Preservation Colleges" will be in Nacogdoches, Center and Henderson and could be ready this year for first-time offenders to move into, but won't likely be opened as colleges yet, said Nacogdoches County Precinct 2 Justice of the Peace Dorothy Tigner-Thompson
The Nacogdoches facility will be for women, the Center facility for men, she said.
Once the residents complete the program or receive their associate's degree, they can go back to the courts and ask for their records to be expunged so they can re-enter society with no setbacks, she said.
"It's for those women who are getting charged with Misdemeanor C and Misdemeanor B (offenses) to try to deter them from going to prison," Tigner-Thompson said. The programs are also for people with addictions and for first-time felony offenders, depending on the nature of the crime, she said.
The county judges in Nacogdoches, Henderson and Center are all supportive of the proposed schools, she said.
"This is a cycle, and when you see 90 percent of those people are revolving, then the only way to break that cycle is for someone to get involved and say, 'No, we're going to help you with housing, and we're going to help you with a job,'" Nacogdoches County Judge Joe English said. "Some of those obstacles they're facing on their own, there are now people that are helping them with it."
The colleges and dormitories
The home, which will house up to 12 women at a time, will be a place where they can learn how to fill out applications, go to job interviews, receive spiritual guidance and counseling and learn other life skills, Tigner-Thompson said.
Once the colleges are instituted, the people at all three locations will be able to receive their high school diplomas or associate's degrees, said Bishop L.J. Guillory, the Ombudsman General to Ombudsman International, Inc., the non-profit organization which is heading the program.
"We decided that what we would do to help curb people from committing future offenses, is that for first-time offenders re-entering the communities, that we would give them an opportunity which many felons are not afforded," Guillory said. "That is No. 1, housing and then education. Many felons are denied federal and state housing, employment and grants for college."
Angelina County's Dr. Merilyn Session is working to get the schools accredited and will be a teacher there once it all comes together, Guillory said.
"We feel with a clean record and a degree in hand, these young people will have a fighting chance to make it," she said in a prepared statement. "Most paramount, we move them from wards of the court to taxpaying, productive citizens."
Each dormitory and college will have strict rules and a daily schedule, Judge Tigner-Thompson said.
"At the time they come out (of jail), we will be there to house, feed and counsel them" at no cost, she said.
In return, each resident must attend scheduled meetings, show improvement and do their fair share of cleaning, cooking and other work, she said.
Funding
The three locations have been supported through various outlets, organization treasurer Anita Farr said.
"The building (in Nacogdoches) was donated by me, the funding we have received thus far has come from the Deep East Texas Council of Governments and local businesses," she said.
In the future, the colleges will be supported through donations, grants and federal Second Chance Act monies, she said.
"In fiscal year 2010, $114 million was appropriated for prisoner re-entry programs in the Department of Justice, including $14 million for re-entry initiatives in the Federal Bureau of Prisons and $100 million for Second Chance Act grant programs," according to the National Re-entry Resource Center, which supports the successful return of prisoners to the community.

He's also a part of the last groups to come home from Iraq for good.
Walker says it is good to be home this Christmas--and many more to come.
Military roots run deep in the Guillory family.

The latest edition to the long line of servicemen is his 23-year-old son, Army Specialist Dedrick Walker.
Dedrick is home for Christmas. Home now, for good.
"He is the biggest present that we have for Christmas," says Guillory, "And his brother and I are just happy, just elated to have him here."
Dedrick's father and dozens of others welcomed him home Sunday, after he served a year in Iraq.
Dedrick served as a Preventive Medicine Specialist, helping make the drinking water and living conditions safe for our troops.
He says he helped the Iraqis develop a better quality of life.
His work in Iraq earned him a bronze star.
Dedrick explains that he inspected Iraqi compounds, taught classes, and gave tips to the locals.
Last Christmas morning he was serving overseas. Dedrick says it was then he missed some of the little things, "Just this house, you know, I really missed it. So, I'm not looking for any gifts or anything like that. It's just being around the people I love."
Guillory says, "He is my present from God. My son and I, he is our present from God. That's the biggest present that God could have given me. Santa Claus, St. Nick, all those guys they just don't know. This is the best Christmas I've ever had.
Specialist Walker will attend SFA in the fall, where he will study psychology.
He says he wants to help soldiers cope with mental health issues.

Psychiatry: Creating Criminals & Failed Criminal Rehabilitation
Psychiatry's main tool to ''rehabilitate'' prisoners or keep them ''calmed'' down and controlled is dangerous and often violence-inducing psychiatric drugs. As a result, we have a recidivism rate of over 67%. This week's guest is Bishop L. J. Guillory, who will talk about the effects he's seen these drugs have on inmates.

U.S. Senator Ted Cruz Father Pastor Rafael Cruz Had A Strong Message For America's Men of God - Archbishop L. J. Guillory was there!
Archbishop L. J. Guillory was on hand last night as the "Grassroots America" presented Pastor Rafael Cruz, father of U.S. Sen. Ted Cruz, with the group’s Champion of Freedom Award. Pastor Cruz had a message to all American Pastor's, Ministers, and Preachers! Use your Church pulpits to Change The Government!
There has been more than one thousand five hundred Pastor's in Churches Nationwide that have from their Church pulpits challenge the The Johnson Amendment which was passed by Congress in 1954 as an amendment to section 501(c)(3) of the federal tax code.
The Johnson Amendment states that entities who are exempt from federal income tax can not Participate in, or intervene in (including the publishing or distributing of statements), any political campaign on behalf of – or in opposition to – any candidate for public office.
Pastor Cruz, told the Pastor's that to date that the IRS had not taken any action on any of the Churches nor their 501(c)(3) status for those Pastor's who use their pulpits to support political candidates for public office! In fact, Pastor Cruz even took it a step further: "Some of the Pastor's ever made copies of them in the pulpit telling their congregations who to vote for!" Nothing happened because the IRS know that the Johnson's Amendment is unconstitutional and if challenged it will be defeated!"
Pastor Cruz, then invited all of the Pastors to join the National "PULPIT FREEDOM SUNDAY" - OCTOBER 5, 2014
Dallas Area Pastor Rafael Cruz: "God told me to wake up the pastors so they will warn the people" “Political correctness is killing us,” Cruz Continued “It is killing us. I speak to pastors all the time. You know, the Lord back in the beginning of this year, the Lord told me very, very clearly, ‘If there is one group of people that I hold responsible for what is happening in America it is the pastors.’”
“Because the majority of the pastors have been hiding behind the pulpit, and God called me to one verse of scripture, a scripture very dear to my heart because it is the verse of scripture that God used to call me to the ministry,” Cruz continued. “It is Ezekiel 3:17, which says, ‘Son of man, I call you as a watchman on the wall’ basically to do two things: To hear from me and to warn the people.”

Archbishop L. J. Guillory Remembers LOUIL SILAS, JR.
Wrote by: Cassandra Mills
Today I remember - LOUIL SILAS, JR. Born on April 17, 1956 in San Francisco - He died on January 6, 2001 in Encino, California. That short statement in no way reflects all of the living that Louil packed into his "much too short life!"... Louil Silas, Jr. was truly a "gifted and talented man"
- In his short time here he played such a role in signing and producing so much of the music that would go on to become the "soundtrack our lives!"... Knowing he enjoyed the spotlight, Louil began his early exploits as a DJ at the college hot spots. He quickly rose to prominence becoming one of Los Angeles’ premiere D.J.’s. His keen ability to hear a hit record made him highly sought after by the record industry. In 1983 Louil joined the staff of Atlantic Records when he was hired as their West Coast Promotion Manager.
While doing radio promotions by day his remixes were electrifying the dance floors at night. Louil was best known as the architect who built MCA Records Black Music Division into a multi-million dollar entity with the success of award winning superstars Patti LaBelle, Gladys Knight, and Stephanie Mills, New Edition, BBD, Bobby Brown, Jody Watley, Pebbles and the likes. Also having a keen sense of undiscovered music-makers, Louil was one of the first executives to recognize the creativity and recruited the production talent of L.A. Reid & Kenny ‘Babyface’ Edmonds, Jimmy Jam & Terry Lewis and Vassal Benford. His hit machine was at full tilt with Mac Band’s “Roses Are Red”, New Edition’s “NE Heartbreak”, Ready For The World’s “Oh Sheila”, Pebbles’ “Girlfriend” and “Mercedes Boy”, Jody Watley’s “Looking For a New Love” and “Do You Want Me?” and Loose Ends’ “Hangin’ on a String,” or BBD's "Poison" or Ralph Tresvant and "Sensitivity" You couldn’t turn on the radio without hearing a Louil Silas hit! You couldn't go to a club and not hear one of his remixes. They became so popular that even other labels would hire him to remix their records, and that was a no-no back then! To get around the politics he'd do them on the down low under the producer name "ELLIS JAY" which was his alias for "L-S-J" (Louil Silas, Jr.) As Vice President and King of the A&R game, his crowning glory would come with the 11 million selling album of the original bad boy, Bobby Brown, on “Don’t Be Cruel.” Louil’s slogan, “it’s my prerogative” became the imprint.
In 1992, Louil launched Silas Records where he signed the likes of Chante Moore, Aaron Hall, Gyrl, Keith Washington and Jesse Powell. Like his idol, Berry Gordy, Louil felt an obligation and determination to fill a void by placing emphasis on artist development. He also believed that “anybody could get a record deal but that it should be an honor to be an artist.” Silas Records gave him the autonomy to do just that! Louil not only gave opportunities to up and coming artists, producers, and songwriters - He was one of the first people to see the [now] talented mega-hit-move director Antoine Fuqua, (Training Day, American Gangster, Shooter) when he was still making his name in videos. Louil hired Antoine to direct the debut video for Chante' Moore, "Love's taken over" and the rest as they say is history. Who doesn't remember Chante' looking "drop-dead gorgeous" in front of the fountains in beautiful, Paris, France... it was all such a perfect storm! Louil knew talent, before the world knew how great Rosie Perez was as an actress, Louil saw her star potential when she was dancer and begin to help her get in music videos.
He could always spot a STAR and he was usually right! In 1999, Louil joined LaFace Records as an A&R executive and was proud to be working with his long-time friends and admired business executives, L.A. Reid and Babyface. Louil always told me how fortunate he was to work with people like maverick, Irving Azoff, Jheryl Busby, Ernie Singleton, AD Washington, Zach Horowitz, and Cynthia Johnson, and Cynthia Manly, Sharon, Madeline, and Sara and so many others (forgive me if I didn't name you) that he'd always talk to me about. I can't even remember them all, I do know that Louil was an important part of an operation that had so many hits that he was a walking record factory! Louil was a "One-In-A-Million" kind of person who was always willing to give his absolute best when it came to his music and was one of the funniest people I ever meet who wasn't a comedian. He loved music, He loved Basketball, He loved life! Gone to so, but certainly NOT FORGOTTEN! #RIP Louil.
