Red Cross Scams Victims of Hurricane Katrina!

The Red Cross seem to have not learned from Katrina and the heat over its handling and channeling of funds. A highly critical Los Angeles Times article (“The Red Cross Money Pit,” Richard M. Walden) makes several damning points: that the Red Cross received 70 percent of Katrina funds; it is reimbursed for shelters, food, etc. by the federal government; it relies overwhelmingly on unpaid volunteers; and it spends over $111 million a year in fund raising. Quoting Walden, “The Red Cross expects to raise more than $2 billion before Hurricane Katrina-related giving subsides. If it takes care of 300,000 people, that’s $7,000 per victim. I doubt each victim under Red Cross care will see more than a doughnut, an interview with a social worker and a short-term voucher for a cheap motel, with a few miscellaneous items such as clothes and cooking pots thrown in.” In addition, it sells donated blood for around $1.5 billion annually. His obvious question is, “Where does the money go?”

The Ombudsman Press News once reported that the Red Cross was undergoing an internal investigation to examine reports of improper use of funds and goods that could total in the millions of dollars. At the time Louisiana Attorney General Charles C. Foti Jr. also launched his own investigation after learning of the Red Cross inquiry. Two supervisors were fired in late March 2006 as part of an internal Red Cross inquiry into the improper handling of relief supplies.

The American Red Cross spent a quarter of the money people donated after the 2010 Haiti earthquake — or almost $125 million — on its own internal expenses, far more than the charity previously had disclosed, according to a report released Thursday by Iowa Sen. Chuck Grassley. The report also says the charity's top officials stonewalled congressional investigators and released incomplete information about its Haiti program to the public. It concludes "there are substantial and fundamental concerns about [the Red Cross] as an organization."

The Red Cross Didn't Explain How Money Was Spent

In general, the Red Cross itself doesn't know how much money it spent on each project in Haiti because of a "complex, yet inaccurate" accounting system, the report found.

The report echoes the confidential findings of consultants hired by the Red Cross, which previously were reported by NPR and ProPublica. One internal evaluation of one of the group's water and sanitation projects found there was "no correct process for monitoring project spending." Another assessment found that the group's figures on how many people were helped by a hygiene project were "fairly meaningless."

Documents provided by the Red Cross suggest that the charity sometimes spent large sums of money on management costs even when it enlisted other organizations to run relief operations.In 2010, the American Red Cross wrote a check for $4.3 million to its sister organization the International Federation of the Red Cross for disaster preparedness work. On top of the $4.3 million, according to budget figures the charity provided to Grassley, the American Red Cross spent another $2 million on its own to manage the grant. That's after it already took out hundreds of thousands of dollars in administrative fees.

Partners like the IFRC typically take out their own overhead and administrative costs before using the money to help Haitians.

When asked what the $2 million was used for, the Red Cross said it covered the costs "incurred to ensure accountability, monitoring and evaluation of work performed and ensure our partners meet their contractual requirements."

"It's sort of a shocking amount of money," said Jake Johnston, a research associate at the Center for Economic and Policy Research, who has spent years digging into the Red Cross' finances. "Maybe a little bit more than half that ends up going to a project."

NPR IS ASKING MY SAME QUESTIONS

Some NPR listeners and readers have asked why NPR pressed Red Cross operations and logistics executive Brad Kieserman about how much of the money his organization receives will actually be spent on helping those affected by Hurricane Harvey. NPR's questions were follow-ups to several years of reporting by NPR and ProPublica about shortcomings in the organization's disaster relief operations and misleading claims about its finances. NPR has asked several times in recent years to speak with Red Cross President and CEO Gail J. McGovern. Those requests have been turned down. Prior to this latest interview, NPR asked again. The organization said McGovern was unavailable, but did make Kieserman available.

IACP analyze police operations, including investigations, support services, staffing, organizational structure, fleet, policies and procedures, recruitment and retention, and other areas. In the input session there was testimony regarding the use of race or ethnicity as grounds for suspecting someone of having committed an offense. U.S. Department of Justice officials recently notified county officials via email that they’re “keeping an eye on” how the county handles the future of the office, as well as the use of informants in the jail by the Sheriff’s Department and District Attorney’s Office.

The Office of The Ombudsman General, has also been keeping an opened eye but trying to stay out of the Oversight until after a Law Suit is adjudicated. National Ombudsman, is an independent government oversight agency acting as an advocate for private citizens in response to complaints of misconduct against public officials, public employees, and private contractors employed by public entities. The agency investigates complaints, issues reports of its findings, and attempts to remedy problems through mediation where possible and litigation where necessary.

The panel also included Orange County Sheriff Sandra Hutchens.

Bobb, who monitored the Los Angeles County Sheriff’s Department as special counsel to the Los Angeles County Board of Supervisors, praised Hutchens, Connelly and the Office of Independent Review model but said if supervisors want another model, an inspector general office is something to consider. Supervisors made no decisions, but Spitzer and Andrew Do will meet as an ad hoc committee to make recommendations at the next board meeting Aug. 4.

The Ombudsman General Responds To Cook County Commissioner Richard Boykin's Rant That Gangs Should Be Charged As Domestic Terrorist!

After another violent weekend in Chicago in which 12 people were murdered and 43 others wounded calling for drastic measures to go after hard core gang members. "They're terrorists trying to destabilize communities and we ought to charge them with domestic terrorism," said Commissioner Richard Boykin of Forest Park.

Cook County Commissioner Richard Boykin, I’d advise strongly that take time and stop and re-think this most paramount matter before you push this odious request to ask Law Enforcement to single out Gang Bangers “Black Youth” as Domestic Terrorist. And, giving Cops/Prosecutors another opportunity to murder and Mass Incarcerate our Black Young Men, with the full support of you sold out non effective, self-serving and sometimes self-appointed black officials.

Remember the 80’s ~ it was you black irresponsible politicians that requested that the U.S. Government officials in Washington, D.C. to make stronger Crack Cocaine Laws and invited; Federal Agencies into your own local communities.

While, grand standing in front of media cameras like ‘You” Commissioner Richard Boykin, the same black democrats politicians, that first said; “Lock Them Up” are now campaigning to the Government; “Let our People Go!” Don’t hide behind the fake facts. Here are some facts; that I Pray that you will would take time to cogitate; the drug wars has produced profoundly unequal outcomes across racial groups, manifested through racial discrimination by law enforcement and disproportionate drug war misery suffered by communities of color. Although rates of drug use and selling are comparable across racial lines, people of color are far more likely to be stopped, searched, arrested, prosecuted, convicted and incarcerated for drug law violations than are whites.

Higher arrest and incarceration rates for African Americans and Latinos are not reflective of increased prevalence of drug use or sales in these communities, but rather of a law enforcement focus on urban areas, on lower-income communities and on communities of color as well as inequitable treatment by the criminal justice system. We believe that the mass criminalization of people of color, particularly young African American men, is as profound a system of racial control as the Jim Crow laws were in this country until the mid-1960s.

The problem with Gangs and the Violence, taking place across America is much deeper than what is seen at the surface of any of the conversations that is being discussed in institutional systems, right now. There still isn’t a willingness of public officials Black or White to take accountability and/or responsibility for the shortcomings of the Leaders/Politicians of the Communities that they serve. My Prayers to all of my Henderson Family & Friends who are living thru this unfortunate and devastating storm. I know that this city will get through this and repair and/or re-build any of the damaged areas.

Storms dropped a massive amount of rain as they passed over East Texas, so fast the water had nowhere to go. In Henderson, TX An emergency shelter has been set up at Henderson Civic Center on Highway 64 for anyone displaced in Monday's storms, according to the Rusk County Office of Emergency Management.

The Emergency Operations Center has been activated in the City of Henderson. We have reports of substantial damage in the downtown area. Henderson ISD has canceled classes Tuesday. The Rusk County Office of Emergency Management discourages travel in Henderson or Rusk County. They are reporting hazardous road conditions created by trees, downed power lines and debris.

"I also know that those living and/or working in the Henderson. Rusk County 'East Texas' area will work together to help those devastated, affected and or in need; as, a result of the storm. I have contacted my friends in Washington, D.C. Update May 29, 2015 Multiple East Texas counties have been added to the state's disaster declaration list, announced Governor Greg Abbott Friday. Twenty-four counties were added, bringing the total number to 70. The counties added to the declaration are: Angelina, Burleson, Cherokee, Edwards, Ellis, Fayette, Gillespie, Kaufman, Lamar, Liberty, Leon, Lynn, Madison, Milam, Real, Refugio, Rusk, Sabine, Travis, Tyler, Uvalde, Victoria, Waller and Wharton. Additional counties may be added as the situation develops.

“The large number of Texas counties currently experiencing a state of disaster is an indication of how severe this ongoing weather situation is, and I cannot emphasize enough how important it is for everyone to heed local officials’ warnings,” said Governor Abbott. “Our thoughts and prayers continue to be with all those affected, and I strongly urge all Texans to take all precautions to protect themselves and their families and neighbors.” Texans are encouraged to follow these safety tips during this weather event: When severe storms threaten, the safest place to be is indoors.
